I'd say this is because the council borders of Reading didn't include all of the suburbs which doesn't make sense so Reading proposing changing the borders makes sense. The people who live in that West Berkshire part of Reading should be part of Reading and have a say in that.

I'm still bitter about Berkshire being divided and losing the Berkshire Downs and White Horse to Oxfordshire and gaining Slough in return and it happened 20 years before I was born. Worst trade ever

A couple of points, the Berkshire Structural Change Order was made in 1996 and implemented at the end of 1997. Next, Vale of White Horse is ‘Old Berkshire’, having only been stripped in 1974, while Buckinghamshire’s Slough was added. Because the Thames is the ancient border Alfred fought over with the Danes; the ‘valley’ is a complete misnomer.
