Aquino III led the inauguration and unveiling of the newly constructed PAGASA Weather Radar Station in Barangay Buenavista, Municipality of Bato, Catanduanes. The event also featured the ceremonial switch-on of the Solong and Hitoma 1 Mini-Hydropower Plants, owned and operated by Sunwest Water and Electric Co. Inc. (SUWECO). The Project Overview was presented by Mr. Elizaldy Co, Chairman of the Board of SUWECO.

Sarah Discaya’s involvement with the government began in 2015 during the Aquino III administration, when her company St. Gerrard Construction was suspended by DPWH for submitting a falsified tax clearance. Later that year, the company was re-registered to continue operations. Most of her companies’ government projects, especially flood-control and infrastructure works, were awarded during the Duterte administration (2016–2022). In 2020, St. Gerrard was blacklisted for project delays, but other Discaya companies continued working on government contracts. Under the Marcos Jr. administration, licenses were renewed in 2023, allowing them to continue securing major projects. Overall, her companies have been involved in government work since 2015, with their biggest growth during Duterte’s term.
