You need an ID or identify yourself to get a ticket. If you don't identify, then you can be arrested. Everyone should know that.

remember it's 100% legal for a cop to lie to you about an order being lawful. If you comply, the court says it's your fault for not knowing you could refuse. The court expects a higher level of legal knowledge from an average citizen than from a cop.

You 100% have to provide ID when stopped for a violation of a crime. He absolutely could remove you from the car and take you to jail.
