Why not just convert the alley into an easement? There's precedent for people using it to access their property.

In Texas we have adverse possession and implied easements… not sure of laws there but there may be some recourse there.

emergency vehicles don't need access any more then they need access to your backyard tons of people. dont have alleyways. He owns that road and he doesn't have to give access.

there was a local case where people who had to drive between homes to reach theur backyard parking lost access when neighbor fenced up his side. law too bad, it's his to fence in.
