The DA actually isn't allowed to do that. Not even under UCC which most lower courts operate under. UCC is often referred to as Equity Law while is used the rules of Maritime Law. The other type law is Common Law. Under both are civil and criminal. Each type approaches these differently. How can one understand the charge without knowing the type of law used?

Dang, in NC we leave people sit in jail for years without a trial. That’s criminal behavior and should be punishable with disbarment.

you have a right to speedy trial. Normally it's 90 days. the time requirement can be extended. If the defense objects the trail has to be done in 90 days.
