No one has figured out how to consistently get repeat violent offenders to repent. So, yeah, the best tool we have is to not allow repeat offenders to continue. Locking them up forever is unethical to everyone else locked up, and to society who has to pay for it. The additional useful too is providing the option of labor for good behavior. Bonus: if someone chooses labor and doesn’t act up anymore, then when they’re released social workers will help them add the work they did as experience on their resume (economic and social success tends to reduce recidivism).
