I feel like the answer to most problems is social democracy. Not socialism or liberalism, but social democracy (mixed market economy, select state ownership, private enterprise, strong unions, universal programmes, redistributive taxes).

the long term problem we are facing in Vienna is that the city didn't put enough money aside to tend to the buildings, so they weren't renovated in time. also there are not enough to meet the demand

Solutions for our problems already exist, some have existed for more than a century. When your leaders tell you it is impossible or we can’t afford it, you can shout back that it is possible and anything we can do we can afford. Just like Red Vienna did, with all the problems facing their country and city. Every village, town, city and country can achieve this in 2025.

Most is true but I live in a Gemeindebau and i don’t have a pool :( and the pictures you showed are von alt erlaa and it like part controlled by the city of Vienna and part private property management. But I think the video is good and informative!
