It’s cus in the prior event, they performed very well and they received a short cut, or they do it and they have to wait ~15~ second penalty later in the race for the time they skipped.

I believe this is completely ingenious because it allows teams to put their strongest competitor first and their rookie last and possibly give their rookie an advantage when they need it or give their rookie a chance to shine by having them go first and letting the veteran take advantage of it
