The Stats are horrendous... unfortunately crime is much worse as many people dont trust the police and judicial system to get justice for victims..so many crimes go unreported.

I think that's why he's closing the desks at police stations, to reduce the crime data. Everyone needs to report everything, that should be reported now, regardless of police inaction.
