I believe that 408M usd is money they have wasted or stole. Do u remember the 2637 ecg containers that mysteriously disappeared at the port? If they spend wisely and uncorrupted, they will even want to decrease the ecg bills. If they try this 225% increase, we Ghanaians will slaughter them.
