Decarlos Brown Jr. has been charged with first-degree murder and, according to CNN, has prior convictions and a history of mental illness, including schizophrenia. In January, Brown was charged with a Class 1 misdemeanor and released by Magistrate Judge Teresa Stokes on a written promise to appear at his next hearing. The petition is urging state judicial officials to remove Stokes from her position, arguing that Brown should not have been released.
