The North Carolina judicial system is facing criticism, with questions over how a repeat offender with documented mental health issues was able to remain free and allegedly go on to commit murder. Brown has been charged with first-degree murder in the August 22 attack. A video released by the Charlotte Area Transit System shows Zarutska sitting on the train shortly before Brown allegedly stood up and stabbed her in the neck from behind with a folding knife.
