there is too much oil in the sistem, the tank should only be full when lowered, if it's full when the piston is up, then it has no space to drain when you lower....that's why it's lifting instead of lowering...

I'd say either a bad seal in the cylinder or it isn't supposed to power down and it's hosed backwards. You could reverse the hoses to test that.

the piston should be down before filling it. it should self bleed by working it up and down

that system should be pressure in one direction only. either the valve is backwards or the pressure and return lines are reversed. try swapping the lines that go to the cylinder.

With haven’t that cylinder extended like it is your over fulling the tank with fluid lift the bed up crack the top of the tank and lower the bed it will push fluid out but at this point your at proper level

Very possible that cylinder is leaking internally through a bypass

Disconnect to rod end of the cylinder so you can move it in and out without moving the bed. You can also hook up 5k psi gauges to the cylinder hoses to see where you get pressure. If you get full pressure on both sides and no movement in the cylinder than it’s bypassing the piston seal. Also the system will self bleed air

If the PTO is engaging and the piston is not moving, that means it has interna bleeding, must be a bad seal.
