It was the bodyguard on Charlie's right considering he could've been a part of a gang. Which could've possibly including the shooter, the civilian Charlie was talking to and the bodyguard. Considering of the fact his bodyguard kept checking the time. More consistent then protocol needs him to. It's a bit excessive. The pedestrian Charlie was talking to was trying to prove a point about shooter was coincidentally Kirk got shot the second he finished his sentence. The bodyguards didn't act natural. They weren't involved in the carrying of his body to the car aka where he was going to make his way to the hospital. Them 2 are the main suspects in this case.
