It will be so tricky to implement since the OS is open sourced, each OEM (Samsung, xiaomi etc) decides whether they want to ship in a feature or not. ONLY phones using stock(pure) android will be affected. Also 3rd party stores (not direct APK downloads) will still be allowed as it's EU policy.
