This is one scary chart…With Saturn conjunct Neptune in Libra in the 9th house, I can see a master manipulator. The 9th house is about politics, as you said, beliefs and long distance travel. So he had a lot of experience and knowledge in the ins and outs of long distance travel. That’s why he was unfortunately able to get away w/ smuggling women, kids and drugs. And with Neptune there, he was likely able to manipulate a lot of people into believing his beliefs were Libran in nature (fair, just, logical) even though they weren’t. I think it took so much time for some victims to come forward not just because they were afraid of him, but because he might have manipulated them to think that he was a good man, did right by them, etc even though that’s farrr from the truth. And then with Pluto (destruction, rebirth) in the 22 (kill or be killed degree) opposite Mercury (the way he thinks & speaks), I think he was a ruthless, conniving man but that “opposite” shows push/pull energy. Which is why he was able to trick people. Sometimes he would seem nice and reserved, and other times, he would seem evil. Likely the type to say or do something crazy and then half a day later, smile as if it never happened.

Yeah he got away with a lot; chart ruler exalted, mercury in the 1st( usually sign of a manipulator; now don’t go calling people manipulators cause they have this placements, it’s many others), Pisces Venus dominating his mars, Libra Saturn and Taurus Jupiter.
