I don't think the shooter missed the target, his aim was his neck cos he'll die faster before he could be saved. He'll lose a lot of blood within 1min. People get shot in their head and still survive. Aiming for his heart might shoot someone else cos I believe the guy kirk was arguing with was in line with the trajectory. Shooting a bit lower might hit someone else.

What if the neck was purposely aimed for because he wanted to strike the voice box? Because Charlie’s entire job revolved around speaking hate. Destroying his vocal box during an assassination would be incredibly dark and poetic.
