It is generally illegal and a violation of Federal Motor Carrier Safety Administration (FMCSA) rules to wake a truck driver from their legally mandated rest period, though exceptions exist for safety concerns or when the truck is parked illegally. Law enforcement should not disturb off-duty drivers for random inspections, but they may do so if there's probable cause for an inspection or a safety risk
