Would this be the same for a stroke? I had a small medullary stroke and my eyes are not processing what I see properly. Specifically in stores I can see what’s on the shelves but can’t find what I need or get dizzy.

This is likely because of the flicker frequency (Pulse Width Modulation) of LED lights, creating a strobing effect that is invisible to the eyes but picked up by the brain. Fluorescents also flicker but the newer ones smooth out the waveform so it’s more tolerable.
