guarantee there is a top layer of glass, that gets changed out regularly, other wise it would get all scuffed up and dirty and look ugly as hell after one season

Shatter and breaking away are totally different. Laminated glass can shatter but is still held completely together by the sticky sheets inside

the skywalk has quite a few layers of glass, so it should be fine! but the shattering of glass is never good anywhere.
