When I was in middle school this was a normal thing. But the paddle was longer with holes in it. They need to being it back for these kids today.

In about 20 states, corporal punishment is legally allowed in schools but most school districts don’t use it. So depending on where this is, nothing will probably happen to the principal and the clerk, especially since the mom sat there and let them do it.
