Its possible these are new owners who saved him from previous neglectful owners. You cant just report someone cause you dont know.

that "blood" is flea dirt. it appears as blood since it is a dark red color but it is actually the fleas fecal matter. so he isnt losing any blood at all expect for what the fleas are feasting on but yes having fleas is still very irritating for them

I was a groomer for years. I know a lot of people are upset at the condition of the dog. But when dogs like this come in I just think they at least they were brought in because there are lots of dogs in worse shape that’ll never see a groomer in their life
