she was being combative while they were trying to conduct the investigation. she had tried walking away, she slammed the receipts in the cops hands, she was screaming and being belligerent. they put the cuffs on her to detain her and keep themselves safe while they finished investigating. if she hadn't fought and the receipts were good, she would have been released and wouldn't have been arrested.
