what if government employees are involved in causing a person to become a victim and causing harm and government employees going into hospitals and doctors office trying to cover it up. this is common in Pennsylvania.. how case be handled like this

This law only applies to minors. What about patients or clients SA’d under the “healthcare” umbrella. Differential of power.
