it's illegal I play volleyball. the first touch isn't a block so it counts so there were 4 touches

It's difficult to say because you can't see exactly whether the block occurred above the top of the net or below it. A block touch only counts as a "block" if it's played above the top of the net and occurs close to the net.

This is illegal, however, the first hit was very close to being a block; it was just slightly below the top of the net. My guess is ref thought it was a block.
