The IRS can already set in motion the revocation of your passport for delinquent payment of taxes with the department of state. A judge can also request your passport be turned over depending on the crime. These two areas should already address the problem. A new bill or law should not therefore be needed as it would more easily be abused, as you’ve already pointed out.
