The landing lights are not on because they are landing under minimums. What the LED light will do is expand the field of non-vision between the fog, so they are turned off to be able to see better☝🏾🫡

Maybe because of fog, lights would cause glare. Possibly the pilot used autopilot + ILS for landing.
