The statutory definition of domestic terrorism is found in Title 18 of the United States Code, Section 2331(5). It defines domestic terrorism as activities that meet three criteria:
• Involve criminal acts dangerous to human life: The activities must violate federal or state criminal laws.
Appear intended to coerce: The acts must appear to be intended to either (a) intimidate civilian population; 3) influence or coerce the policy of a government by intimidation or coercion; or (c) affect the conduct of a government by mass destruction, assassination, or kidnapping.
• Occur primarily within the U.S.: The activities must take place primarily within the territorial jurisdiction of the United States.
