Credit over to the Silksong Reddit for the theory makes total sense when the whole game’s theme is these bugs go on a pilgrimage to this Holy city that is realistically just a big sham. It’s an interesting twist on religion and sparks some other questions.

The structure of the acts confuse me. I thought the second way into the citadel was from The Mist? That's where I went, fought Phantom and then Act 2 started for me.
