The fact that the act of filming in public is lawful does not mean that every occasion that filming in public takes place is lawful, if, as is almost always the case with these “auditor” types, the filming is designed to cause a reaction then the evidence from their own social media history, could show that their intention is to cause harassment alarm or distress and as such make their reaction illegal.
