What’s going on outside? Can you whizz round quickly? I recon it’s coming in from outside and the softer material is inside so it’s coming through at its lowest point as it’s falling under gravity. So it’s either a solid wall with a concrete plinth or a cavity with sagging, wet insulation.

are the skirts rotting wet? if not, internal condensation issue..most probably salts in plaster absorbing more moisture than usual.
