This is illegal and you need to first contact the landlord and then contact local housing authority to find out exactly who to report this issue to, its illegal for landlord to rent with no water. Also start an escrow account with your rent money. Its the legal way to withhold rent till issues are resolved

Get a paper trail of everything and ask for proof that it was even tampons. They can just be telling you anything. Send emails to your landlord and record all conversations
