That would make the nation no better than the criminals it fights. Lastly, the civilians are subjected to just the civil law, the military is subjected to both the civil law and the military law. Note, the military law is very brutal and shows no mercy. Those bandits can get away with the civil law, but if a soldier gets away with civil law, trust me they won’t escape military law.
