I work at a prison. We also use the same taser and with training we use our commands with follow with commands. We have no use for them tasers if that man was following his commands. He had no right to use that taser.

This guy is a Danger to himself and the Officer(s) because he could have taken them both over the barrier straight down to their Death. Cuffing him to move him is the safest way to get him off the Highway.
