As someone who was near the same age as Elizabeth Smart and lived near the same county when this happened:the little sister was little if I remember right she was 6 or 7. Any kid would be petrified during an event like that, my parents had to sit down with me and my siblings and had a talk that if someone comes in the house, we scream no matter what.

Should the sister have immediately gone to alert her parents? Yes--but, she was a young child and was probably frozen in fear. Children will literally believe there's monster in their closet and be unable to sleep or move.
