Before navigation and direction, This hand would have been pointing to where ever the person points it... Not necessarily south.

reminder the time is 2000 years ago, they don't have any other means to point direction. this thing probably helped people traveling at night, there'll be errors with every bumps but it won't be as much, they only had to endure until the sun rises.
