you can tell the two agencies had a little beef prior to this and he pretty much caught the deputy speeding and went ahead and lit him up. not the two individual officers per se but the two agencies. this is why you're seeing a lot more police agencies when they go encrypted they don't allow the other police agencies to have access and they just use interop channels to talk among another not allowing anyone external outside that dept having access to their channels
