Race shouldn't be considered for sentencing as it leads to more stigma. Not only that, our prison system is not rehabilitating people so that they can be successful once they're out. Our prisons are used as hard labor and research has shown that harsh punishment of crime is not a deterrent. We need criminal justice reform and to focus on rehabilitation to actually fix the root cause of crime (which is often socioeconomic factors).

Crime didn’t reduce since the 90’s only in the USA, it reduced everywhere, so it doesn’t make sense to claim that US “tough on crime” policies helped or made a difference
