When you place lulu you can chose only one monster permanent per match, you can't do swaps even when you sell all of the monster you chosen. Chosing lulu monster makes only one of them to appear in the shop so you can't change the monster of your choice after selecting one... But you still can roll for lulu t2 and place her after so you'll decrease the cap of someones choice faster by chosing their monster.

I did a smolder 3 in my game and another guy did smolder 3 too. I only did smolder 3 cause every time I rolled I changed my smolder to a rammus to change the pool

That’s such a stupid way to code that. Why didn’t they just put 18 copies of lulu? Why did they need 3 separate pools for each unit lulu could be? At that point just separate the units from lulu to avoid the buggy mess.
