The way the shield was used is taught in courses specifically designed for “shield operators.” The pancake is designed to guarantee immobility and keep a downed suspect from getting his gun back into the fight, and if he does, provide a wall of ballistic material. It makes it faster and safer for officers to disarm the suspect and render aid. The alternative is having multiple officers with lethal cover while one moves in to disarm, and any twitch in the armed extremity of the suspect can lead to more lethal force being used. Using force is almost never pretty, so it can seem ridiculous or excessive when you’re not informed on why it was used.
