They didn’t prep/grind the floor. Mvb’s typically only used in basements, bathrooms or patios. That’s just zero prep nothing to do with mvb

I think someone didn't grind first. Probably just pressure washed and that's where the moisture came from. Also the base white coat looks like it was just put on and very thin also. You can see through it. This was definitely not a completed job.
