A key distinction is their purpose.  The athame is the more sacred, ceremonial tool that remains separate from physical, mundane work. The boline is a useful companion tool that allows the practitioner to perform practical cutting tasks while maintaining the ritual purity of the athame. The modern athame was introduced into Wiccan tradition by Gerald Gardner in the mid-20th century. The term itself is thought to have come from the Medieval Latin artavus, meaning "small knife". While many are made of steel, some traditions prefer alternatives like copper, bronze, or obsidian, as certain magical entities are thought to be sensitive to iron.  Janet Farrar is a highly influential British teacher, author, and High Priestess of Wicca who has played a significant role in popularizing and shaping modern witchcraft.
