a liter is just shy of 34oz of water. I doubt they had you drink almost 3 full 12oz bottles of water in the 40 minutes it was from the last sample to when the cop arrived. plus they wouldn't make you drink that much so quickly because it would be a diluted sample 🤦🏻♀

For decades people were detained and arrested without having to call someone during the process. Calling someone isn't going to change it. Just go with it and call from jail if you are booked. If you believe it's a false arrest take action afterwards. Fighting now isn't helping the cause, it just adds charges.
