It’s about the word “arrested”. In Russia, “arrested” means actually put in long term custody. In the UK, people use it as synonym of “detained”. Nevertheless, even if the numbers were correct, the prisons in Russia is hell on earth, so it’s hard to directly compare.

Well in the UK you have the freedom to go out and protest, while in Russia the people are afraid to speak against the regime, so less people dare to demonstrate, hence the lower number.
