Since the valves are sitting there the drain caps still in place in the box my guess is lines will be coming down into the box

They just have the valves sitting on top of the drain . They will eventually install the waterline from the top

Im guessing the valves are going to be installed upside down, and the wye on the sandpaper is for a T&P indirect?

Too many holes in the box. They stuck the pipes in the back doors and add instant lube. This is not recommended in public inspection homes.

If the copper lines are enclosed by the PVC pipe and the objective was to prevent damage due to leakage , guess what : you’ll never find the leak !💯💯💯💯💯💯
