8 means the eighth note gets the beat. but for 3/8, 6/8, 9/8, 12/8 special cases are made because of their close association with many folk dances which favor subdividing a beat by thirds instead of by half. when it came time to notate them, it is more efficient to write them 3/8, 6/8, etc.

it feels like a lot of musicals are written in cut time. sometimes it will do that and it feels like the phrase should be four four but instead it's two bars of cut time. do you know why this seems like the case? am I just subject to sampling bias here? and in general what is the benefit of writing something in cut time instead of two four or four four?

If the music is syncopated enough, writing it as eighths can help to limit excessive ties, slurs, and dotted notes, too
