That does give them the right to arrest someone. If someone calls in a bank robbery driving this car with this license plate what do you think will happen. They roll up with no sirens on and say pretty please will you pull over so we can ask you questions on the side of the road because we can't do anything without a warrant.

There is allways risk of being shot to dead for no reason when American cops are called. Main responsible is the police, but allso the one that calls to police knows what could happen and they really must be responsible if don’t double check the facts before doing so.
