Those engines are made to run in either direction. Back in the day fishermen had those in their boats with a prop. One direction forward the other direction reverse

You can tell which way it turns by looking where the crank handle goes, look at the notches to see which way the crank handle grabs

the groove on the shaft where the handle goes should have a flat spot that it hooks onto. so it should rotate toward the flat area on the groove

Use gas instead of starting fluid, you probably think there’s no difference but trust me there is. Not saying that’s the problem for sure but another thing, aren’t those mags supposed to snap when it pulls the lever down it snaps back? I might be wrong on that too but seems to me that they snapped
