so apparently in some states a trooper or other officer does the driving test with the person. maybe depends on the size of the city, idk but thought it was interesting 🤷🏻♀

he had a car towed once before, similar situation, and didn't allow a fully licensed individual to drive the car after arresting the driver. interesting.
