UPDATE: His wife came to harass us at 11pm. We called the police, and TRIED to mediate, however uncle was drunk (again) so police said that it's pointless to talk to him at this point because he was not in the right state of mind to talk peacefully.

We live in flats. Have to be tolerant. Good neighbours are hard to find. When I have a dog it barked every night n day. I apologize to them n they say it's ok. New dog are like dat. If kids noisy then wat? Kill the dog? It's not like he wants the dog to bark on purpose.

Could the dog be experiencing separation anxiety? If you were out at night, the barking might have been triggered by that, which could have disturbed the neighbour’s children—whether upstairs or downstairs. From the video, it looks like the kids are in their pyjamas, possibly trying to sleep. It might help to be a bit more understanding of their situation too. You could consider asking your neighbour to record future incidents when you're not home, or even install a camera to monitor things yourself and verify what’s happening.
